Mix water, sugar, and salt in a Ziploc bag, then add salmon fillets. Seal the bag, pressing out as much air as possible, and let them marinate in the refrigerator for 12 hours or more.
Add oil to a pan and cook the marinated salmon fillets (ama-shiozake) over medium heat until browned on both sides and cooked through.
Notes
You can store it in the refrigerator for up to 2 days.
